The proposal is in response to a Nashville elementary school shooting where a shooter killed six people including three children last year. Bill Lee called in the wake of the tragedy at The Covenant School, but the Senate refused to consider the bill. As House members debated the bill, families whose children survived the shooting at The Covenant School stood in the front row of the public gallery. That court ruled 3-2 in January that an earlier abortion law violated the right to privacy guaranteed by the state constitution. Both the earlier law and the newer law sought to ban abortion once a fetal heartbeat can be detected. Abortions are currently allowed in South Carolina through the first 22 weeks of pregnancy, one of the most permissive abortion laws in the region.
